Canada recognizes the importance of immigration and how much value newcomers carry with them. It goes without saying, immigrants contribute greatly to the country’s economic growth and innovation. Further, they allow Canada to maintain a top competitor in an increasingly competitive global landscape.
Keeping this in mind, Canada’s Minister of Immigration, Refugees and Citizenship, the Honourable Ahmed Hussen, announced the new multi-year immigration plan for 2019 to 2021. With this ambitious plan, the country will admit over a million permanent residents over the span of three years. What great news!

The new plan builds on the previous plan published near the end of 2017. It continues to increase the number of permanent residents who enter Canada annually. The target for 2019 is 330,800. Following 2019 is a target of 341,000 for the year 2020. In 2021, Canada strives to welcome 350,000 immigrants nearing one percent of Canada’s population.
For further breakdown, Canada will welcome approximately 270,500 spouses, partners and children, parents and grandparents under the Family Class program. In addition, as Canada continues to be a safe country for those in need, the country will welcome 147,850 refugees. Overall, over 50 percent of immigrants will enter Canada as economic migrants.
For Quebec specifically, plans for 2019 and beyond are not complete due to recent elections. Quebec will determine its targets after consultation with the Government of Quebec.
Note: Canada’s Immigration Levels Plan for 2019 to 2021 doesn’t include the number of international students expected to be admitted into Canada annually.
